Procurements
In accordance with the Public Management and Finance Act (PMFA), Procurement Act & Regulations, Ministry of Youth, Sports and Heritage, and associated best practices, the National Gallery of the Cayman Islands operates the following procurement policies to achieve the best value through open, fair, and transparent procurement processes.
Code of Conduct
The Procurement Code of Conduct provides all those involved in the procurement process, public officers and suppliers alike, with a clear statement of mutual expectations to ensure a common understanding of their responsibilities to conduct procurement in an accountable, ethical and transparent manner. Public officers and suppliers are required to respect the code when participating in procurement and contracting activities.
Departmental Tendering
Contract Value KYD: up to $4,999
For the purchase of goods or services within the threshold, a minimum of three quotes are required. The decision process must be reviewed and approved by the Director or Head of Business and Operations. The outcomes of procurement projects, both competitive procurements and direct awards, can be found.
Contract Value KYD: up to $9,999
For the purchase of goods or services within the threshold, a minimum of three quotes are required. The decision process must be reviewed by the Head of Business and Operations and/or EPC and approved by the Director. The outcomes of procurement projects, both competitive procurements and direct awards, can be found.
Contract Value KYD: $10k- $99,999k
For the purchase of goods or services within the threshold, a minimum of three quotes are required or advertiste. The decision process must be reviewed by the EPC and approved by the Director. The outcomes of procurement projects, both competitive procurements and direct awards, can be found
Public Tendering
Contract Value KYD: $100k+
For the purchase of goods or services within the threshold, a public notice is required on the Bonfire platform for submissions. A business case is required for approval by the Director/Chief Officer. The decision process must be reviewed by the EPC and approved by the Director/Chief Office. The outcomes of procurement projects, both competitive procurements and direct awards, can be found on the Bonfire (Cayman) platform.
Contract Value KYD: $250k+
For the purchase of goods or services within the threshold, a public notice is required on the Bonfire platform for submissions. A business case is required for approval by the PPC. The decision process must be reviewed by the PPC and approved by the Director. The outcomes of procurement projects, both competitive procurements and direct awards, can be found on the Bonfire (Cayman) platform.
Entity Procurement Committee (EPC)
The role of an entity procurement committee supports the Chief Officer, or the Chief Executive Officer/Director, as the case may be, in delivering the outputs of government that contribute to the overall outcomes that have been established by the Cabinet including the acquisition of goods, services and works within prescribed limits and its principal accountability shall be to the Chief Officer for Ministry or Portfolio procurement or the Chief Executive Officer for Statutory Authority or Government Company procurement.
Public Procurement Committee (PPC)
The Public Procurement Committee shall provide external oversight of the public procurement process in accordance with the prescribed thresholds (contract value).
